For the second year in a row, CIN has been awarded the Indiana Department of Transportation’s Smoothest Surface Tested award. In 2006, the award was for a hot mix asphalt overlay project (State Road 46) in Owen County. In 2007, the award was given for a full-depth HMA reconstruction project (State Road 37) in Monroe County.

The $16.7 million 2006 project consisted of rubblizing and rolling the existing PCCP pavement and installing 12 inches of QC/QA asphalt pavement. The project also consisted of new four- and six-inch under drains, 100,000 CY of excavation and embankment (performed by Crider and Crider of Bloomington), miscellaneous drainage and traffic signal work.

The State Road 37 project’s 257,000 tons of HMA was supplied from RGI’s Bloomington and Lawrence County asphalt plants and required skillful coordination by Construction Manager Chris Foster, Asphalt Plant Manager Gary Barrow and QC Manager Kyle Harbour. The project, which called for months of back-to-back shifts around the clock, was completed eight months before the projected final completion date, and two weeks prior to the intermediate completion date.
